You can have a free website with a default URL. You don't pay for web hosting and your default URL domain.  You get a basic website with a template that you can modify. If you want your website to have a custom domain, more features or capabilities, then you pay a fee. To customize the design of your website and create organized content, takes time.  You can do this yourself, or hire a web designer to do it for you. Google provides great value.  It's all free, as a generous starter package.  If you are a business with greater needs, then you can easily upgrade for a small fee.  If you want a custom domain for your blog, it's only $10/year, which pays for leasing.
